Title: Building the Small AI Ecosystem The Right Type of AI India Can Globally Lead In

AI has recently been dominated by LLMs, and for a while the mantra was “bigger is better.” A few companies with massive resources have cornered this market. This represents Big AI. For consumer-centric tasks such as question-answering, content creation, and coding, we have seen exceptional progress. However, for some time I have argued that for many high-value and mission-critical enterprise applications, LLMs are not the right solution. For these, a Small AI approach is better suited. And India has the opportunity to take global leadership in this emerging form of AI. Small AI models (not limited to Large and Small Language Models) at the centre of the Small AI ecosystem are characterised by four traits.
  • Neurosymbolic: data alone is not enough - these models combine data and knowledge (symbolic representation, such as a knowledge graph or logic, including rules, guidelines, and regulations)
  • Custom: not one-size-fits-all, but highly targeted, domain-, industry-, task-, or enterprise-specific models, trained only on high-quality, often curated, data and knowledge.
  • Compact: small or right-sized, edge-deployable or on-premise, low cost to create and operate
  • Composite: able to use tools, small models, and LLMs in a hybrid agentic system to solve complex application tasks, often with human engagement
Small AI models support the development of intelligent, robust, and trustworthy AI. Some of the 15 foundational elements that enable this include Reliability, Consistency, Alignment, Causality, Instructability, Reasoning, Planning, Grounding, Interpretability, Explainability, and Safety.
In this talk, I will discuss the principles, technologies, and platforms that the Indian AI Research Organisation (http://iairo.ai) is building to create a sovereign Small AI ecosystem for India. I will also describe real world use cases of significant economic and social value.

Prof. Amit Sheth is an educator, researcher, and entrepreneur. He is the NCR Chair & Professor of Computer Science & Engineering at the University of South Carolina. As the founding director of the university-wide AI Institute of South Carolina (AIISC), he grew it to nearly 50 researchers, making it one of the top AI institutes worldwide. He currently leads the ambitious effort to establish the Indian AI Research Organization (IAIRO). He is a fellow of the IEEE, AAAI, AAAS, ACM, and AAIA for his contributions to knowledge-enhanced computing (including neurosymbolic AI), knowledge-based techniques for transforming big data into insights and decisions, distributed workflows and data semantics, data integration, and related areas. His numerous awards include the IEEE CS Wallace McDowell Award, the IEEE TCSVC Research Innovation Award, and the BITS-Pilani Distinguished Alumnus Award. In 2023, and for a decade prior, he was ranked among the top 100 computer scientists in the world. Three of the AI companies he founded involve licensing his university research outcomes. These include the first Semantic Web company, founded in 1999 and pioneering technology similar to what is found today in Google Semantic Search and Knowledge Graph; a clinical NLP company; and a company at the intersection of emotion and AI. He is particularly proud of the exceptional success of his more than 60 PhD students and postdocs in academia, industry labs, and entrepreneurship.

Title: Agentic AI for Cyber Security: Defensive and Offensive Applications of Large Language Model Agents
Abstract +
Cyber threats are growing increasingly adaptive, demanding reasoning-driven approaches to both defense and offense. This work presents a suite of agentic AI systems that leverage Large Language Models (LLMs) to automate critical cybersecurity workflows across defensive and offensive domains. On the defensive side, MalAware automates comprehension of malicious software behaviors by generating human-readable explanations from ground-truth malware analysis data. PARAG (Proactive Answering framework integrating LLMs with Retrieval-Augmented Generation) automates security-policy question answering and compliance tasks. AURA (Attribution Using Retrieval-Augmented Agents) applies an agentic RAG framework to threat-intelligence attribution, reaching up to 100% top-2 nation-wise attribution accuracy with Claude 3.5 Sonnet on a benchmark of over 2,200 threat reports. On the offensive side, MalGEN employs a multi-agent generative pipeline to synthesize behaviorally diverse, ATT&CK-aligned malware artifacts across eight LLMs and two platforms, producing a 1,920-artifact benchmark and exposing detection blind spots in conventional antivirus pipelines. For Capture-The-Flag (CTF) style offensive tasks, D-CIPHER introduces a dynamic multi-agent system pairing a planner with heterogeneous executors, while CRAKEN augments LLM agents with structured knowledge retrieval for exploit execution. Finally, a systematic study of hyperparameter tuning (temperature, top-p, max tokens) for offensive-security agents introduces CTFTiny, a lightweight 50-task CTF benchmark, and CTFJudge, an LLM-as-a-judge evaluator that scores agent trajectories against expert solutions for fine-grained, beyond pass/fail assessment. Together, these systems show how agentic LLM reasoning can automate and scale both attack and defense workflows in modern cybersecurity.

Prof. Sandeep Kumar Shukla is the Director of the International Institute of Information Technology, Hyderabad (IIIT-H). He earned his Ph.D. in Computer Science from the University at Albany in 1997, following an M.S. from the State University of New York (1995) and a B.E. in Computer Science and Engineering from Jadavpur University, Kolkata (1991).Before joining IIIT-H, he was Rajiv & Ritu Batra Chair Professor in Cyber Security and Professor (HAG) of Computer Science and Engineering at IIT Kanpur, where he headed the CSE department from 2017 to 2020 and held the Poonam & Prabhu Goel Chair Professorship from 2016 to 2019. He was also founder and joint coordinator of the National Interdisciplinary Centre for Cyber Security & Cyber Defence of Critical Infrastructures (C3i Centre).

His earlier academic affiliations include MIT, Virginia Tech, Inria (France), and TU Kaiserslautern.He has authored over 300 peer-reviewed papers and held editorial roles with leading IEEE and ACM journals. His honours include IEEE Fellow (2014), ACM Distinguished Scientist (2013), the Humboldt Bessel Award (2008), and the US Presidential Early Career Award for Scientists and Engineers (2004).
He advises RBI's ReBIT, SEBI, NPCI, IRDAI, and the Ministry of Power.

Title: Building Multilingual and Multimodal datasets at Scale - the bedrock of high-quality foundation models

This talk explores the critical challenge of scaling multilingual Natural Language Processing (NLP) to address the significant data skew currently favoring high-resource languages. While deep learning and large language models have achieved remarkable success, extending these benefits to the diverse linguistic landscape of India requires a multi’-pronged approach to dataset creation. The session will detail systematic strategies for large-scale data mining from the web, including the extraction of parallel corpora for translation and transliteration. We will also examine the emerging role of synthetic data generation, leveraging existing models to create high-quality instruction-following and conversational datasets. Beyond automation, the presentation emphasizes the necessity of expert-curated benchmarks and "seed" data to ensure model reliability and cultural relevance. Furthermore, the discussion will cover the expansion of these techniques into speech and vision modalities.

Dr. Anoop Kunchukuttan is Vice-President (Research) at Bodhan AI (formally the Center of Excellence for AI in Education at IIT Madras). At Bodhan, he leads foundational AI research for India's educational digital public infrastructure (Bharat EduAI Stack), focusing on pedagogical AI alignment, multilingual systems, and multimodal learning.

He is also a founding member of AI4Bharat at IIT Madras, having contributed to major open-source resources like IndicNLP Library, IndicTrans and IndicLLMSuite. Previously, he was a Principal Applied Researcher at Microsoft Azure AI, working on multilingual machine translation and automatic speech recognition.

His research spans multilingual learning (LLMs and multimodal settings), Indian language technology, post-training, machine translation, NLP for related languages and AI for education. These works have been published in top-tier Natural Language Processing (NLP) conferences like ACL, EMNLP, and NAACL, AAAI as well as journals like Transactions of the ACL, ACM Computing Surveys, etc. He is passionate about building open software and resources for Indian language technology.

The session will also discuss how intelligent tutoring systems can adapt to each learner’s pace, needs, and understanding.
